ORA Gets Representation in ORERA’s CDR Cell: A Milestone for Realtors in Odisha
Bhubaneswar, Sept 15, 2025: In a landmark decision, the Odisha Realtors Association (ORA) has been inducted as a member of the Conciliation and Dispute Resolution (CDR) Cell under the Odisha Real Estate Regulatory Authority (ORERA). The inclusion marks a milestone for the state’s realtor community, providing them with official recognition and a stronger voice in dispute resolution mechanisms.
According to ORERA Notification No. 3424 dated June 26, 2025, and subsequent Government approval through Housing & Urban Development Department Letter No. HUD-HU-MISC-0005-2024-640 dated May 19, 2025, the CDR Cell was constituted under Section 32(g) of the Real Estate (Regulation and Development) Act, 2016. The Cell is tasked with facilitating amicable settlement of disputes between promoters, allottees, and agents.
The Cell comprises the Secretary of ORERA, the Joint Secretary (Finance), a Legal Consultant, representatives from CREDAI, Allottee Associations, and now, for the first time, a representative from the Odisha Realtors Association.
Why It’s a Milestone for ORA
-
Formal Recognition by ORERA – Being included in a statutory dispute resolution body means ORA is officially recognized as a stakeholder in Odisha’s real estate ecosystem.
-
Voice for Realtors – ORA now has a direct say in policy-related dispute resolution, ensuring that the realtor community’s perspective is represented.
-
Credibility & Status Boost – This enhances ORA’s standing among promoters, agents, and buyers, positioning it as a trusted professional body.
-
Policy Influence – ORA can now influence conciliation approaches and regulatory improvements, not just react to them.
Impact of ORA’s Inclusion in CDR Cell
-
Balanced Dispute Resolution – Having realtors in the Cell ensures disputes are resolved considering all three sides: allottees (buyers), promoters (developers), and realtors (agents).
-
Transparency & Trust – Buyers and developers will have greater trust in the process knowing that an independent association like ORA is part of the mechanism.
-
Faster Resolution of Realtor-Linked Issues – Many disputes involve agents (miscommunication, delayed possession promises, etc.). ORA’s presence will allow such matters to be handled more effectively.
-
Professionalism in the Industry – Encourages members to maintain ethical practices since their association now sits within the dispute resolution framework.
-
Bridge Between Market & Regulator – ORA will act as a channel for feedback from the ground to ORERA, helping improve regulations and reduce disputes in the long term.
Official Communication
In an official letter (Ref. No. ORERA-CDR-33/2024, dated September 15, 2025), ORERA communicated to ORA regarding the nomination of representatives for the newly constituted CDR Cell, thereby cementing the association’s role in the conciliation process.
With this development, ORA is poised to play a decisive role in shaping Odisha’s real estate landscape by fostering trust, transparency, and fair dispute resolution.
